Cowan & Associates, INC, founded in 2000, a Native American, woman owned small business headquartered in Alexandria, has a position for a Technical Writer/Editor to support the Director of Navy Staff, Directives, Forms and Information Collections Management (DNS-15) branch of the Office of the Chief of Naval Operations (OPNAV). DNS-15 responsibilities are to manage and maintain the Chief of Naval Operations (CNO) official directives program, the Secretary of the Navy (SECNAV) and CNO forms and information collection programs. DNS-15 consists of the Navy directives manager, the Department of the Navy (DON) forms manager, and the DON information collections/reports manager. Submit resume to Bob Milligan, bob.milligan@cowanassociates.net.

Duties and Responsibilities:

The Technical Writer/Editor will support validating, disseminating, maintaining and verifying Office of the Chief of Naval Operations (OPNAV) policy, guidance and procedure directives (instructions and notices) in accordance with OPNAV and higher authority directives standards and formatting guidelines. This includes participating in the direct review, editing, and cradle to grave support of approximately 1000 OPNAV directives. Assist in preparing policy, guidance, and procedure directives in multiple areas and programs. Provide technical directives guidance to directives originators and action offices. Provide technical reviews and edits of directives proposed for signature by OPNAV principal officials, the Vice Chief of Naval Operations (VCNO), and the Chief of Naval Operations (CNO). Interact and assist directives sponsors/originators/action offices to address inquiries of directives reviews. Prepare directives for signature clearance for the Navy directives manager. Utilize the Navy information systems (e.g., HP TRIM and OPNAV TV5 Tasker System) to help with the reviews and processing for signature of directives. Ensure current directives are readily available for enterprise-wide use via the applicable Navy directives Web sites. Manage and administer the directives Web sites for Web-based access to all internal processing, publishing and distributing directives. Assist the project administrator contractor support in preparing directives training materials, and perform directives training to action officers, originators/sponsors and stakeholders. Identify information, improvements, and trends in directives management and the skill to apply them.
