The POM Analyst will support OPNAV N9I(W) responsibilities.
Program Objective Memorandum (POM) Development, Assessment, and Reporting—support that typically includes:
Lead review and analysis of strategic documents to enable development of programming guidance. Develop a strategy, based on analytics, that builds and programs a Navy that supports higher-level guidance.
Develop documentation in support of POM cycles, e.g. point papers, summary analyses, cost analysis, schedules, requirements, plans of action and milestones (POA&Ms), etc.
Attend meetings and provide analysis and support on the development of the POM Wholeness Balance Review (WBR), PESTONI, and Warfighting Portfolio due outs and briefs.
Develop meeting agendas, record meeting minutes and action items, and develop presentation materials for OPNAV staff, and related RS and subordinate Commands.
Provide analysis of and report on any associated potential programming risks that may be caused by the addition or reduction of readiness resourcing.
Analyze and report on the programming and budgeting effects of the proposed readiness or warfighting programs.
Review all programming and budgeting line items in association with N9. Through a thorough review process, ensure appropriate coding of each programming and budgeting line item in the PBIS and FLINT databases by Portfolio classification in preparation for POM. Interface with additional programming offices, including N80 and FMB will be required.
Provide quick reaction programming and analysis for response coordination to Congressional, Department of Defense (DoD), Secretary of the Navy (SECNAV), Chief Navy Officer (CNO), or other OPNAV tasking.
Review and analyze strategic documents to enable development of programming guidance.
Coordinate with warfare and requirements sponsors on a wide variety of programming issues.
Facilitate development of a balanced and executable POM across all N9 accounts using standard Microsoft office software tools, and the Fleet Integration Tool.
Support POM development coordination efforts to ensure adherence to funding strategy across N9.
Analyze impact of future years’ program across all N9 Readiness and Warfighting Program Accounts. Develop detailed reports using the Navy’s Program Budget Information System (PBIS).
Provide accurate justification and risk analysis of the Warfighting or Readiness Accounts and develop realistic and executable resourcing reduction excursions and other program efficiency opportunities.
Collaborate with warfare and requirements sponsors to evaluate budget issues and execution year issues.
Experience – minimum of 2 years of POM/PPBE experience.
At least 7 years’ experience reviewing, analyzing, and assessing fiscal risk associated with Surface Ship/ Submarine/Aviation/C4I or expeditionary program fiscal development across the FYDP and beyond.
At least three (3) yeas operational fleet experience
Must be a US Citizen and possess a current Secret Clearance
Education – Bachelor’s degree in math, science, engineering or operations analysis
